MERIC's Bill Niblack Honored with Prestigious Award
The National Association of State Workforce Agencies (NASWA) Vladimir Chavrid Memorial Award honors excellence in the field of Labor Market Information (LMI) and employment security operations research. It was designed to memorialize Mr. Vladimir Chavrid, a former employment security official who was an early pioneer in the LMI arena. The annual recipient honored is someone who has made sustained and significant contributions to the operation and understanding of LMI.
This year's recipient of the Vladimir Chavrid Memorial Award is MERIC's own Bill Niblack. Bill has spent over three decades on the front lines and at the forefront of bringing the very highest levels of data quality and use of Labor Market Information to benefit Missourians while remaining actively involved in improving and advancing the national LMI system. He came to LMI from the Federal Reserve Bank of St. Louis. He served as the Labor Economist for the Department of Labor and Division of Employment Security for the first several years of his tenure with the state of Missouri. For much of that time, he served on the NASWA LMI Committee.
He became LMI Director in 1994. He was a charter member of the LMI Training Institute Board of Directors and has served as Board Chair for several years. He is the only continuously serving member on the Board. He has also served on the LAUS-MLS Policy Council for over 10 years and currently serves on the Workforce Information Council.
Bill has received a variety of awards at the state and Federal level including those for collaborative workgroups aiming to better serve customers of the Workforce and LMI Systems. Among his honors include the Missouri Governor's Award for Quality and Productivity for the first round of One-Stop Career Centers Implementation Grants, the U.S. Secretary of Labor's Exceptional Achievement Award for work on re-engineering the Current Employment Statistics (CES) program, and the Charles Benefield Award from the LMI Institute given to the professional who has made significant contributions to the field of Labor Market Information.
Bill Niblack is a well-known and respected leader within the Labor Market Information community and truly deserving of this esteemed NASWA honor.
